Agenda for Change agreed

An historic moment in NHS industrial relations as AfC is agreed...

On Tuesday 23 November the NHS Council ratified Agenda for Change (AfC). The agreement will now be implemented from 1 December, with pay backdated to 1 October.

Intensive negotiations, including a meeting on Monday with John Hutton and John Reid, have taken place over the last week to resolve issues around unsocial hours payments during annual and sick leave for nurses and midwives. This was achieved late on Monday and allowed affected unions to sign up to the agreement today. The improved settlement for unsocial hours has been partly funded by reallocating GBP 11 million of the recently announced GBP 30 million additional funding for backfill. This was essential to ensure agreement was reached. Unions will work to ensure that in all four countries there is sufficient backfill for those involved in implementation. (The GBP 11 million relates to English money only).

After more than five years of negotiations Agenda for Change has been agreed. The new terms and conditions handbook will be published shortly and the new negotiating machinery will be established. This represents an historic moment in NHS Industrial Relations.

The NHS Council ratified AfC after unions who adopted a second ballot approach to Agenda for Change had concluded their balloting procedures.

  • Unison voted by 75.2% in favour of AfC
  • The Transport & General Workers' Union (T&G) voted to accept by over 70%
  • Amicus voted to accept AfC by 56%
  • The Society of Radiographers (SoR) voted 'no' to AfC by 82.7%
