Financial situation in the countries


The devolved governments in Northern Ireland, Scotland and Wales are provided with a block grant from HM Treasury every year, the amount of which is calculated using the Barnett formula. This is the mechanism that has been used since the 1970s to adjust automatically the amounts of public expenditure allocated to Northern Ireland, Scotland and Wales, proportionate to their population as a percentage of the UK and changes (cuts or increases) to spending in England in areas of policy devolved to the countries, such as health and education.

The devolved governments are subsequently able to distribute the funding across areas of public services in line with their own priorities.
